Chapter One: Introduction
1.1 Background of the Study
Gender plays a significant role in shaping political decision-making processes across the world. In many African countries, including Nigeria, women have traditionally been underrepresented in political leadership positions, despite making up a significant portion of the population. In Ngaski LGA, Kebbi State, women have historically faced barriers to political participation due to cultural, social, and economic factors that limit their involvement in political decision-making. However, recent trends suggest a growing interest among women in participating in local governance and political leadership.
The political context in Ngaski LGA offers a unique opportunity to study how gender influences political decision-making. This study will examine the role of women in local politics, focusing on their participation in decision-making processes, their representation in political offices, and the challenges they face in engaging with political institutions. The study will also assess the impact of gendered power dynamics on policy outcomes, particularly in areas that affect women’s rights, social services, and economic development.
This research seeks to explore how gender shapes political decision-making and governance in Ngaski LGA, with a focus on how women's participation can contribute to more inclusive and effective local governance.
1.2 Statement of the Problem
In Ngaski LGA, as in many parts of Nigeria, women's participation in political decision-making is limited by deeply entrenched cultural norms, gender discrimination, and socio-economic inequalities. Women are often excluded from the political sphere, and their voices are underrepresented in decisions that affect their communities. This exclusion undermines democratic processes and limits the effectiveness of governance. Although women in Ngaski LGA have made strides in political participation, their impact on political decision-making remains limited.
This study aims to examine how gender influences political decision-making in Ngaski LGA, focusing on the barriers faced by women and the potential for enhancing their role in local governance. It will also explore the broader implications of gender inclusivity in decision-making for local development and governance outcomes.
1.3 Objectives of the Study
1. To assess the impact of gender on political decision-making in Ngaski LGA.
2. To identify the barriers women face in participating in political decision-making in Ngaski LGA.
3. To propose strategies for improving women's participation in political decision-making in Ngaski LGA.
1.4 Research Questions
1. How does gender influence political decision-making in Ngaski LGA?
2. What are the barriers to women's participation in political decision-making in Ngaski LGA?
3. How can women’s participation in political decision-making be enhanced in Ngaski LGA?
1.5 Research Hypotheses
1. Women’s participation in political decision-making is limited by cultural norms and gender-based discrimination in Ngaski LGA.
2. Increasing women’s participation in political decision-making will lead to more inclusive and effective local governance in Ngaski LGA.
3. Strategies to overcome socio-economic and cultural barriers will enhance women’s involvement in political decision-making in Ngaski LGA.
1.6 Significance of the Study
This study is significant because it highlights the critical role of gender in political decision-making and the need for greater inclusivity in governance. By focusing on Ngaski LGA, the study will provide insights into the specific challenges women face in participating in local politics and decision-making processes. The findings will be valuable to policymakers, gender advocacy groups, and civil society organizations working to promote women’s political empowerment.
The study will contribute to the broader discourse on gender equality in governance, offering evidence-based recommendations for enhancing women's participation in political decision-making at the local level. It will also inform strategies for promoting gender-sensitive policies and programs that address the needs and aspirations of women.
1.7 Scope and Limitations of the Study
This study is limited to Ngaski LGA in Kebbi State and will focus on the role of gender in political decision-making within the local government structure. It will not cover other regions or broader state or national political contexts. Limitations include potential biases in respondent answers, particularly from male political leaders who may hold traditional views about women’s roles in politics.
